Joel Rocha is a Category Manager specialising in digital health procurement within the UK National Health Service (NHS), with over eight years of experience delivering complex, high-value procurement programmes across the public sector in the NHS. He currently leads large-scale tenders supporting the NHS Digital Transformation agenda, helping organisations navigate the intersection of technology, compliance and commercial strategy.
Joel has extensive experience across the end-to-end procurement lifecycle, from market engagement through to contract award. A strong advocate for innovation in procurement, he is particularly passionate about procurement process improvement, focusing on driving efficiency through more streamlined ways of working.
His work has been recognised through several awards, including contributing to a 2025 GO Award-winning Collaborative Procurement Initiative, as well as receiving the NHS LPP Managing Director’s Award in 2022.
